North Carolina’s Revenue Forecasting Process
The Consensus Revenue Forecast is an estimate of the amount of General Fund revenue available for the State budget. The forecast considers the national and state economic outlook, historical relationships between the State and the national economy, the impact of federal legislation, and technical or timing issues that may affect revenue.
North Carolina uses a consensus approach to develop the revenue forecast. Economic forecasters in the executive and legislative branches collaborate in an attempt to reach a consensus about revenue projections. During a legislative biennium, this Consensus Forecasting Team may produce multiple forecasts and updates; in addition, FRD typically publishes multiple revenue updates per biennium.
