The Fiscal Research Division did not produce an Annotated Conference Committee Report publication for the 2019 Session. The publication, which is based on a comprehensive Conference Committee Report and Appropriations Act as enacted by the General Assembly and signed into law by the Governor, is not possible for the 2019 Session. The Conference Committee Report and Appropriations bill (see HB 966) as enacted by the General Assembly in 2019 for the biennium did not become law due to a gubernatorial veto of that legislation. Following the gubernatorial veto, the General Assembly enacted a series of supplemental appropriations bills plus a bill appropriating the Base Budget. These supplemental bills and the Base Budget bill were signed into law and became the State’s certified budget.
