Memos can also be written for draft legislation and Proposed Committee Substitutes (PCS), not just for bills that have been formally introduced.<\/p>\r\n<\/div>\r\n<\/div>\r\n\r\n\r\n<hr class=\"wp-block-separator\" \/>\r\n\r\n\r\n<h4 class=\"wp-block-heading\">Request a Fiscal Note, Fiscal Memo, Actuarial Note, or Incarceration Note<\/h4>\r\n\r\n\r\n\r\n<p>Email:<strong> <a href=\"mailto:FRD-FiscalNoteRequests@ncleg.gov\">FRD &#8211; Fiscal Note Requests<\/a><\/strong>\u00a0<\/p>\r\n<p>Legislators or their staff should email the above address to request fiscal notes, memos, and\/or incarceration notes.\u00a0\u00a0Your request should include the requestor\u2019s name, the bill\/draft number, and the bill or bill draft&#8217;s short title.
